What types of asbestos removal require a licensed contractor?
Licensed asbestos removal (required for the most hazardous materials) must be carried out by an HSE-licensed contractor and notified to the HSE at least 14 days in advance. Licensed work includes: asbestos insulating board (AIB); sprayed asbestos coatings; pipe and boiler lagging; and any friable asbestos. Non-licensed (but notifiable) work — NNLW — includes small amounts of textured coatings (Artex) and some encapsulation work. Non-notifiable work (e.g. asbestos cement in good condition) can be managed by a trained non-licensed contractor.
How do I find a UKAS-accredited asbestos surveyor?
UKAS (UK Accreditation Service) accredits asbestos survey and testing bodies. You can search for accredited organisations on the UKAS website (ukas.com). Look for organisations accredited to ISO/IEC 17020 for inspection and/or ISO/IEC 17025 for testing. The asbestos surveyor should hold a BOHS P402 certificate (building surveys) as a minimum, and the removal contractor must hold a current HSE asbestos licence, checkable on the HSE's licensed asbestos removal contractors register.
Is asbestos in my building dangerous if I leave it in place?
Asbestos that is in good condition and not being disturbed is generally not an immediate risk — the fibres are only released when the material is damaged or disturbed. The recommended approach is to 'manage in place' for materials in good condition, with regular inspection (every 6-12 months) and a documented asbestos management plan. Removal is only required when the material is in poor condition (friable, damaged, or deteriorating) or when building work will disturb it. Property owners/duty holders have a legal obligation under CAR 2012 to manage asbestos in non-domestic premises.
