Cardiff Welsh-language business services up 40% post-devolution

Welsh-language business services in Cardiff grew 40% between 2020 and 2026. The Welsh Government's active language policy, Senedd procurement requirements, and a growing pride in Welsh identity are driving the expansion.

Cardiff-based businesses offering services in Welsh — including translation, legal services, education, marketing, and digital services — grew 40% between January 2020 and January 2026. Active registrations in relevant SIC categories where services are advertised in Welsh rose from an estimated 210 to 294 during this period.

The growth is not simply a demographic story. Wales has had Welsh as a co-official language since the Welsh Language Act 1993, but active policy intervention has intensified under devolved government. The Welsh Language Standards (2016, updated 2021) require public sector bodies to provide services in Welsh on request, creating a steady demand stream for Welsh-language business services suppliers.

Senedd procurement policy has also been a direct driver: since 2022, large public contracts in Wales have required tenderers to demonstrate a Welsh Language Compliance Plan, creating a commercially compelling reason for businesses to develop Welsh-language capability or subcontract to Welsh-medium providers.

The growth is concentrated in specific sectors: translation and language services (+67%), Welsh-medium marketing and copywriting (+54%), Welsh legal services (including wills, property, and employment law, +41%), and Welsh-medium accountancy and bookkeeping (+38%).

Cardiff's Cathays and Roath districts have the highest density of Welsh-language service businesses, reflecting the concentration of Cardiff University and Senedd-adjacent professional services firms. The BBC, S4C, and a cluster of creative media companies in Cardiff Bay also sustain significant Welsh-language content demand.

The challenge for the sector is talent: demand for Welsh-speaking professionals in technology, data, and digital roles significantly outstrips current supply, with Welsh Government actively funding upskilling programmes to address the gap.
