Business licences in England — what you need to know
Most businesses in England require at least one licence or registration before trading. Licences are issued by local councils, central government agencies (like the Environment Agency) or professional bodies. Failure to hold the correct licence can result in prosecution, fines and forced closure.
Alcohol licensing
The Licensing Act 2003 governs the sale of alcohol, regulated entertainment and late-night refreshment. You need both a premises licence and a personal licence holder. Fees are set nationally but collected locally, scaled by the property's rateable value.
Food businesses
Any business handling food (including home caterers and market stalls) must register with the local council. Registration is free and permanent. Inspections by Environmental Health Officers result in a Food Hygiene Rating (1–5) — displayed on the premises window and the FSA website.
Planning use classes
Opening a new business premises may require planning permission for change of use under the Town and Country Planning (Use Classes) Order 1987. An A1 shop, A2 financial services, A3 restaurant/café and A4 pub are distinct use classes. Check with your local planning authority.
